The Azerbaijan Government Scholarship 2025–2026, officially titled the Heydar Aliyev International Education Grant Program, offers a fully funded educational opportunity for international students from eligible countries. Established in honor of National Leader Heydar Aliyev, the program aims to foster global collaboration through academic and cultural exchange.

This prestigious scholarship supports studies at the bachelor’s, master’s, PhD, general medicine, and preparatory levels across a wide range of academic disciplines, including engineering, agriculture, economics, international relations, design, business, and more. Selected candidates will study at leading Azerbaijani universities, gaining both world-class education and cross-cultural experience.

What the Scholarship Covers:

  • Full tuition fees and language preparatory courses
  • Round-trip international airfare
  • Monthly stipend of 800 AZN (approx. $470) for accommodation, living expenses, and educational materials (except July and August)
  • Annual medical allowance of 200 AZN (approx. $117)
  • Single-entry visa to Azerbaijan
  • Temporary residence permit for each academic year

Program Duration by Study Level:

  • Bachelor’s Degree: 4–5 years
  • General Medicine: 5–6 years
  • Master’s Program: 1.5–2 years
  • Medical Residency: 2–5 years
  • PhD Program: 3 years

Eligibility Criteria:

  • Open to citizens of eligible countries (excluding Azerbaijani citizens or those who have renounced Azerbaijani citizenship)
  • Age limits:
    • Undergraduate/General Medicine: Up to 35 years
    • Graduate/Residency: Up to 40 years
    • Doctoral: Up to 45 years
  • Must be in good health
  • Only one application per person, and dual nationals must apply with one nationality only
  • Applicants must be officially nominated by their home country’s government authority

How to Apply:

  1. Submit all required documents to the relevant government authority or Azerbaijani embassy in your country.
  2. Nomination deadline: 15 May 2025, 6 PM (Baku time).
  3. Nominated applicants will receive instructions to complete the online application via the Study in Azerbaijan Portal: portal.edu.az
  4. Online application window: 1–15 June 2025.
  5. Select “Heydar Aliyev – International Education Grant” as the admission channel and choose up to three programs.

Required Documents:

  • Completed Nomination Form
  • Academic diplomas and transcripts (minimum GPA: 70% or equivalent)
  • Medical certificate (must include HIV/AIDS and Hepatitis B/C test results)
  • Valid passport copy
  • CV or résumé
  • Language proficiency proof:
    • English: IELTS 5.0 (UG) / 5.5 (PG), TOEFL 40 (UG) / 50 (PG), or proof of prior education in English
    • Russian/Turkish: Proof of language proficiency or previous education
  • Motivation letter
  • Copies of any local/international awards (optional)
  • All documents must be in Azerbaijani, Turkish, English, or Russian, and submitted in PDF format
